In the wake of the Biden Administration’s ultimatum to TikTok’s Chinese owners to divest their investment or face a potential ban in the United States, the CEO of TikTok was summoned to testify before Congress. Concerns about TikTok’s potential national security threat prompted global stakeholders to engage in discussions about the implications of a ban for international relations between the United States and China, as well as for other various stakeholders and users of the popular app worldwide. This case study demonstrates how state and non-state actors communicated about the potential ban of TikTok, highlighting the evolving issues that were salient to various stakeholders over time, and the diverse communication channels and platforms that were utilized in international communications.
